I hope the headline gets the point across. While other parks get nice litter baskets, even recycling cans, uptown parks are lucky if there is a rusty oil drum anywhere in sight to place trash in. Heavy use on weekends leaves mountains of garbage behind even where cans are present. A "surge" strategy might be called for. For a month, add extra trash cans, extra signs and extra cleanup crews to a certain park, in order to change behavior and make people appreciate that it is not a place to throw trash on the ground. After a month, move the surge to the next park. The trash problem is so bad, it's worth a shot.
